Good question! After talking to the folks over at the Scotlandville library location it turns out that: Kelly family was quite prominent in the community from the early 1900's. They owned quite a few businesses, had a lot of property, and most of them lived on the same street. Arteal and his wife Amanda opened the first black-owned bus company in 1919, the Kelly Bus Line. They owned a grocery store and several buildings that they leased to other businesses. The street itself was named after William Kelly, the patriarch of the Kelly family.
