Q. Can i download books to a kindle cloud?

Hello!  Do you mean the Kindle Cloud Reader on Amazon's website?

If so, according to Amazon, "You can read borrowed Kindle books on any generation Kindle device, all free Kindle apps, as well as in your web browser with Kindle Cloud Reader."  You should be able to select the Kindle Cloud Reader from the pull-down "Send To" menu.

Overdrive also offers an in-browser reader called Overdrive Read.
