According to our Policy Statement on Rules of Behavior for Patrons (last revised in 2009), the use of cell phones is not prohibited at any location by the library.  

As a courtesy request, we have posted signs at most locations asking you to end your cell phone conversation before speaking with a Staff Member at any of our Service Desks.  

Here are a few relevant policies that apply to cell phone use in the library.

5. Loud, abusive, or vulgar language that is disturbing to patrons and staf will not be tolerated. 

In other words, if your conversation is too loud, includes profanity, or is disturbing to others, we may ask you to take the remainder of your call outside.

6. Physical, verbal, or sexual harassment of library patrons or staff will not be tolerated

If you have a problem with another patron's cell phone use or other disruptive and boisterous behavior DO NOT approach that person by yourself.  Please go to a service desk and ask a staff member to speak with the patron whose behavior is rude and/or disruptive.

Finally

18. Electronic devices can only be used with earphones at a volume level that cannot be heard by other patrons and staff

In other words, no one should have their cell phone in speaker-phone mode or turned up so loudly that you can hear the party on the other end of the call while that patron is in the library. If someone is disruptive in this way, please ask a staff member to speak with that person.
