Please contact the Baton Rouge Chief of Police at 225-389-3802 for information about permits for public gatherings and counter protesting.

Check with them about your specific circumstances and locations etc. On the Baton Rouge Police Department website FAQ's it states:

"Is it legal to picket without a permit?

Yes. The First Amendment gives us that right. However, picketers cannot trespass on the property of others and they cannot obstruct traffic."
