I couldn't find this answer in a food dictionary, but "sheet" as a verb can mean "to fall, spread, or flow in a sheet" (Merriam-Webster Dictionary). When making jelly you want to cook the mixture until it reaches the consistency where, when you dip a cold metal spoon and allow the mixture to fall, the jelly will slide together and hang off the edge of the spoon. The University of Minnesota has great instructions on making jelly; about two-thirds into the article it shows a picture of what "sheeting" should look like.
