Sorry about your bad luck.  Blue tarps like what we saw after Katrina and Gustav are readily available at hardware and home repair stores like Home Depot and Lowe's - you can look at prices online.

You might also try getting Habitat for Humanity's Restore here in Baton Rouge.

Habitat ReStore is open on Wednesdays, Fridays, or Saturdays from 8:30 a.m. to 5:00 p.m. at (225) 355-1895

The ReStore stocks new and surplus building materials overages and remainders from construction projects at cut-rate prices.

On a anecdotal note, 7-8K may be a standard quote from your insurance company, if you ask around you may be able to find a licensed roofing contractor who can come in way below that price.

Also, contact the East Baton Rouge Parish Housing Authority and the East Baton Rouge Parish Office of Community Development to see if they have any homeowner relief programs you may be able to benefit from.  I've included links to each department below.
